No, a fish does not only rot from the head, that's just where it's more visible

I've heard this saying many times in my life, and especially lately.  It infers that whenever something is wrong within an organization,  it is always the leadership that is at fault.  
That analogy really breaks down when it comes to the church and even political things and that has been really bothering me for some time.  I think I've come to the conclusion that it is simply not true.   Of course everybody wants a scapegoat, someone to blame when things go wrong, but let's just think this over in the the spiritual and political realms:  
Who is the head of the church?  I mean THE HEAD?  not the pastor, not the deacons, not the bishops or regional or even global leaders.   Any mature christian will know that Christ is in fact the head of the church. 
Ephesians 5:23b (as several other passages) make that clear: 
"... as Christ also is the head of the church,  He Himself being the Savior of the body."
And of course Christ IS God, so there's that.   
Would that saying not be blasphemous when applied to the church?   Oh yes I think it would!  Christ is never, ever at fault when things start stinking in the church or in the world.  
Sure, sometimes the pastors and various leaders are at fault, but just as often there are issues within the membership.  I do not believe that leadership holds the magic key to church well being even if they could easily mislead the whole herd down the wrong path. 
Now let's look at it from the other perspective (the bottom up) and in the political arena:  When things go bad in politics,  does getting rid of the current leader guarantee a good outcome?  The obvious answer is No! 
Why?  Because the same people that voted the current leader in, can vote another leader in, possibly even worse.  Wise people, make wise choices, and unwise people are pretty much allergic to making wise choices,  even if they know in their heart what the wise choice,  they will still do the wrong thing because they just can't resist.  Scorpions sting when they feel threatened and they can't be talked into acting like butterflies.  
Would you eat the tail of a fish that has visible rot at the head?   Maybe if you are on the brink of starvation and even then you'd probably cook it really really well. 
Currently the internet is buzzing with accusations of electoral fraud in several states but especially in Arizona, and I don't doubt that there is some fraud involved at different levels,  but if you believe that the majority of voters in Arizona are upstanding, wise citizens,  you need a wake-up call.  The times when the majority is comprised  of wise people that make good choices,  those times are exceedingly rare.  At best, there is a good number of wise people that manage to get an even larger number of questionable people (who are basically "flip-floppers")  to side with them once in a while and vote to stop the plans of the unwise and even evil people.   But these flip-floppers are almost guaranteed to side with the unwise probably 80% of the time. 

I'm not a paragon of wisdom but I think it might be a good idea for us Christians to not base our thinking on wordly wisdom.  Just my 2c.
